Subsidies for instrumental/vocal tuition
The Cornwall Music Education Hub is committed to ensuring wider access to music for all children and young people. In order to do this, the Hub is working with schools and Hub Registered Providers to help provide free or subsidised instrumental/vocal tuition for school-age children.
If the child meets one of the following criteria and are receiving lessons from a Hub Registered Provider they will be entitled to a 100% subsidy up to £5.00 per lesson:
- Currently eligible for Free School Meals (not including FSM universal entitlement for Infants School pupils)
- Currently in Care
- One or more parents/carers in the household are currently serving in the British armed forces
If the child meets the following criteria and is receiving lessons from a Hub Registered Provider they will be entitled 50% subsidy up to £2.50 per lesson:
- Parent/carer in the child’s household or child learning is in receipt of Disability Living Allowance (Personal Independence Payment)
Please note that subsidies apply to only one instrument per child

Process for claiming Subsidised Lessons
If you are a Registered Provider who is paid directly by parents:
- Complete and email the electronic CMEH Subsidy Claim form (see below) by the date on the form (last Friday before half term) to [email protected]. You must submit a claim each term for the students you wish to claim for.
- On receipt, CMEH will raise a projected Purchase Order number for the whole term.
- Payment will be made in arrears and on receipt of an invoice quoting the Purchase Order number together with completed registers which confirm the number of lessons delivered to each pupil; this can be either half termly or termly.
- In order to qualify for the subsidy on the grounds of being in receipt of Disability Living Allowance/PIP or a Services Family, families should provide their Registered Provider with a copy of evidence (eg letter or ID card).
- All subsidy forms will be checked at the CMEH office against the Central Cornwall Council register to confirm eligibility for Free School Meals and Children in Care. Subsidy will not be paid for students who are found to be ineligible at the time of delivery.
- Please note subsidy forms received after the deadline on the claim form may not be accepted.
- Registered Providers are required to resubmit information relating to DBS checks and public/employer liability on an annual basis at the start of each financial year.
If you are a School collecting tuition fees from parents on behalf of the delivering teacher:
- Ensure the music teacher(s) is a Hub Registered Provider (see list below).
- Complete and email (to [email protected]) the electronic CMEH Subsidy Claim Form (see below) by the date stated (last Friday before half term). You must submit a claim each term.
- Submit registers of attendance for eligible children to the Hub office at the end of term.
- Payment will be made in arrears after the end of term on receipt of the registers which show how many lessons were delivered.
- In order to qualify for the subsidy on the grounds of being in receipt of Disability Living Allowance/PIP or a Services Family, families should provide their school with a copy of evidence.
- All subsidy forms will be checked at CMEH office against the Central Cornwall Council register and subsidy will not be paid for students who are found to be ineligible at the time of delivery.
- Please note subsidy forms received after the deadline on the claim form may not be accepted.

Please note the deadlines for submitting the claim forms are 27th May 2016 for the Summer Term and 21st October 2016 for the Autumn Term. Please note that you will not be able to claim subsidies for students that you have not included on your Subsidy Claim form that term. This includes students for whom you may have previously claimed.

Interested in becoming a Registered Provider for the Cornwall Music Education Hub?
If you are a peripatetic instrumental teacher who teaches in schools, the pupils that you teach could be eligible for subsidised lessons. In order to access this scheme, music teachers need to register with the Hub as a provider. If you are interested in becoming a Registered Provider, please read the documentation below (Pre-Qualification Questionnaire, Subsidy Policy and CMEH Delivery Agreement), complete and return to the office. You will be required to provide evidence of DBS checks, Safeguarding Training and Public Liability Insurance.
In order to register as a provider, you must complete and return the following documents:
- CMEH Pre-qualification Questionnaire - plus all required documentation as listed
- CMEH Delivery Agreement for Registered Providers - FY 2016/17
- Cornwall Council - Employment Status Form
- BACS payment Set-up form
Other Subsidies offered by the Hub
There are also subsidies available for instrument hire and orchestra/choir/ensemble membership for children on Free School Meals, Children in Care and children of Services Personnel.
Special Educational Needs
Students with statements of Special Educational Needs can receive a subsidy which allows them to receive an individual 20 minute lesson at the same rate as a small group lesson (subsidy is up to a maximum of £8.50 per lesson but usual small group fee still applies). This subsidy applies when schools feel that it would beneficial for the student to receive individual tuition rather than learning in a small group.

Minority Instruments
We have changed how we support 'Minority Instruments' (Bassoon, Cello, Double Bass, French Horn, Euphonium, Tuba, Oboe, Tuned Orchestral Percussion and Viola) and a bursary scheme is now in place. There are 80 bursaries available to subsidise the cost of learning one of these instruments. Please note that applications for this bursary must be received by the Hub office by 14th September 2016.
